Scaffolds and Aerial Lifts

Scaffolding Safety

  1. Only FSS equipment may be used. All scaffolding must meet OSHA 29 CFR 1926 Subpart L.

  2. A trained competent person must supervise setup and removal and tag scaffolds:

    • Green: Safe to use

    • Yellow: Use with fall protection

    • Red: Do not use

  3. Scaffolds must be inspected daily. Workers must be trained on:

    • Hazards (falls, electrical, falling objects)

    • Fall protection systems

    • Proper material handling

    • Load limits

  4. Any changes to fall protection during setup/removal require Safety Director approval.

  5. Inspect all components before use—do not use damaged parts.

  6. Scaffolds must be built on stable foundations with proper base plates and supports.

  7. All components must be secured/pinned to prevent movement.

  8. Platforms must be fully planked with minimal gaps (≤1 inch).

  9. Planks must extend 6–12 inches beyond supports.

  10. Plank overlap requires:

    • Support underneath

    • Minimum 12-inch overlap

  11. Use only scaffold-grade planking.

  12. Use ladders or stairs for access (no climbing cross braces).

  13. Suspended scaffolds require independent lifelines and full-body harnesses.

  14. Scaffold height limits:

    • Max 4:1 height-to-base ratio (3:1 for aluminum)

  15. Protect workers below using:

    • Toe boards, netting, or canopies

  16. Follow the JHA for all scaffold use.
